2015 Annual Board Meeting

The Board of Directors for the denomination met in compliance with the Articles of Incorporation and By-Laws on September 19, 2015.   The Board reviewed the status of the denomination.  Considerations for advertising for vocations will be explored.  A 501 (c) 3 application will be considered.  The denomination does not have formal employees, as all clergy are non-stipendary, and this may be a hurdle to overcome.  The 501 (c) 3 would be sought to allow for tax deduction to the denomination and recognized parishes. 2016 Annual Board Meeting.

The Board of Directors for the denomination met in compliance with the Articles of Incorporation and By-Laws in September, 2016.   The Board reviewed the status of the denomination.  The retirement of Bishop LeBlanc from his full time job was discussed, especially the impact on the denomination and local faith community.  No decisions were made regarding either at this time.  Bishop Frost asked to be removed from an affiliation, for personal reasons.  The potential to seek out a deaconial ministry was again rekindled.  Bishop LeBlanc will explore this in the coming year.  2017 Annual Board Meeting

The Board of Directors for the denomination met in compliance with the Articles of Incorporation and By-laws on September 23, 2107.  The Board reviewed the status of the denomination.  While Bishop LeBlanc is retiring from his job, it now appears he will remain in the QCA for the next five to seven years. Thus the denomination and parish will continue in the same manner as it has been operational since its inception. The diaconial ministry was discussed and the Board suggested waiting until Bishop LeBlanc retires.  The Board recommended suspending advertising as that has not been fruitful in the past.  We don’t have a 501 (c) 3 status as we don’t have, nor plan to have, employees.  2018 Annual Board Meeting

The Board of Directors for the denomination met in compliance with the Articles of Incorporation and By-laws on September 15, 2018.   The Board reviewed the status of the denomination.  Bishop LeBlanc has retired from his full time academic position and having moved into retirement, he plans on remaining in the area for at least another two years. This is a change from the report of 2017.  The denomination and parish will continue to function for that period of time.  It is possible a candidate will be recruited for ordination to support the local parish.  The Deacon’s ministries may be advanced but with the current concerns regarding clergy abuse in other denominations, there are liability concerns.  To address these concerns, should candidates for ordination emerge, each individual ordained to the order of deacon or priest must secure personal liability insurance in an amount of at least one million dollars are part of their being assigned faculties to administer the sacraments. Preliminary discussions were held regarding the local parish, Holy Spirit Catholic Faith Community, if and/or when Bishop LeBlanc moves.  Options include dissolving the parish, dissolving the denomination, or conducting services via the Internet.  These will be reviewed if and when a move for certain.  [Respectfully posted – Most Rev. 2019 Annual Board Meeting

The Board of Directors for the denomination met in compliance with the Articles of Incorporation and Bylaws on September 21, 2019.  The Board approved the minutes as noted for the 2018 report.  The Board reviewed the status of the denomination.  With the anticipated relocation of Bishop LeBlanc, there is a need to explore what will happen to the denomination and parish.  Bishop LeBlanc will explore securing a potential candidate for the priesthood via social media.  The requirements, as noted in the website and in the 2018 minutes regarding insurance, may be issues since the position is really a voluntary position.  The only general source of revenue for any priest is through the performing of weddings and funerals.  There is the possibility that Bishop LeBlanc, if he remains in Illinois (which is now likely) may return once a month to conduct services. This will be examined once it is known where he will be moving. The expansion of the diaconal ministries has been placed on hold. This is in light of the legal liabilities being placed on bishops for the ordination and authorization of faculties for clergy.  This matter will be reviewed if the denomination continues to go forward with expansion options. 2023 Annual Board Meeting

The Board of Directors for the denomination met in compliance with the Articles of Incorporation and Bylaws on September 20, 2023, via Zoom.  The Board reviewed the minutes of the 2019 meeting, as noted on this website.  The agenda was:  Status of the Denomination:  The denomination will continue to be incorporated in the State of Iowa;  Status of Holy Spirit: Holy Spirit Catholic Faith Community will be the parish of the denomination and will continue to have monthly Zoom Masses; Ministerial Reflection:  Bishop LeBlanc reviewed concerns about expanding the denomination, particularly in light of recent liability issues for the Roman Catholic Archdioceses of San Francisco and Baltimore.  Bishop LeBlanc will keep the Board informed if anyone contacts him regarding an affiliation with the denomination. Additionally, Bishop LeBlanc will update the recommended institutions from which to obtain training to include Domuini Universitas because of the affordability of their programs; Other:  A consideration to have Holy Spirit meet on Sunday evenings was discussed.
